A Guide to Electric Bike Government Grants in the USA - Updated 2024

Statewide Government Grants

Colorado

  • $450 e-bike tax credit available to everybody
  • Credit is applied at point of sale
  • Sales tax is calculated on total purchase price
  • 1 E-Bike tax credit per resident per year
  • Must be a resident of Colorado and prove with valid ID or document
  • Must buy the e-bike from a participating retailer.
  • E-bike can be Class 1, 2, or 3. Has to have two or three wheels and pedals. Motor must be 750 watts or less. Must be new.
  • Cannot combine local e-bike rebates with state level e-bike rebates.

Minnesota

  • Available to residents of Minnesota, 15 years or older
  • $2 million in annual funding for the program, given out on a first come first serve basis
  • Apply online and receive rebate by e-mail after approval
  • Max $1500 rebate, up to 50-75% of purchase value depending on your previous year's income
  • Can use the rebate to buy an e-bike and accessories
  • Must purchase from an approved retailer
  • Rebate discounted at point of purchase, sales tax calculated on pre rebate total amount

Connecticut

  • $500 standard voucher available for all applicants
  • $1000 extra ($1500 total) for income qualified applicants.
  • Must be 18 years or older
  • Can redeem at a Connecticut based e-bike retailer.
  • Income qualified can be 1. Reside in Distressed Municipality or Environmental Justice community. 2. Participate in state or federal income qualifying program. 3. Have an income less than 300% of Federal Poverty Level.
  • Must buy an eligible e-bike.

Hawaii

  • An e-bike rebate that gives up to $500 or 20% of the retail price available for eligible purchases of newly purchased electric bicycles and electric mopeds.
  • Applicants must be 18 and be one of the following: 1. Participate in a low income assistance program. 2. Do not own a motor vehicle. 3. Be a currently enrolled student.
  • Rebate only for new e-bikes that max out at 28 mph.
  • Rebate application must be made at retail store
  • Application for rebate has to be submitted within a year of purchase

Rhode Island

  • The lesser amount of $350 or 30% of purchase for standard rebates.
  • Lesser of $750 or 75% of purchase for income qualified rebates.
  • 2 rebate max per household.
  • Rhode Island residents only.
  • Applicants must be 18 years old.
  • Class 1, 2, 3, and cargo e-bikes are eligible
  • E-Bike must be purchased locally

Vermont

  • Income qualified vouchers for e-bikes. $400 for a standard e-bike and $800 for a cargo e-bike.
  • Program for Vermont residents only
  • 1 voucher per person for the lifetime of the program
  • To be eligible a standard e-bike must have power of 750 watts or less and must cost below $4000.
  • To be eligible a cargo e-bike must have power of 1000 watts or less and cost below $5000.
  • E-Bike must be new.

Washington

  • A minimum point of sale rebate of $300 for all electric bike buyers.
  • The rebate can get up to $1200 for income qualified buyers.
  • Households with income at or below 80% of their county's median income qualify for the larger rebate.

City or Regional Government Grants

Washington DC

  • A pilot program currently with 250 vouchers funded for 2024
  • Initial applications only open to preferred applicants (enrolled in SNAP, TANF, Medicaid, or DC Healthcare Alliance programs). If any left over then opens to standard applications.
  • Vouchers available for e-bikes (Preferred: $1500, Standard: $750), cargo e-bikes (Preferred: $2000, Standard: $1000), Maintenance (Preferred: $250), Locks (Preferred: $150, Standard: $75), Disability Components (Preferred: $250, Standard: $125).
  • Must purchase from an authorized retailer
  • Must be a DC resident and over 18 years old

Alameda - California

  • Alameda Municipal power offers for customers, up to $300 for standard customers and up to $600 for income qualified customers.
  • E-bike must be new.
  • Rebate must be submitted within 6 months of purchase.
  • Only one rebate per AMP account.
  • To qualify for low income must be enrolled in AMP's Energy Assistance Program.

Contra Costa County - California

  • Cash rebate of $150 for standard applicants
  • $300 for income qualified applicants.
  • $500 for income qualified who live in Antioch, Bay Point, Concord, Pittsburg, Richmond, or San Pablo.
  • Rebates good for Class 1, 2, or 3 e-bikes, conversion kits or electric mopeds.

Healdsburg - California

  • Rebate intended to replace trips by other vehicle type. $400 for standard local purchase, $300 for non local e-bike purchase, $50 for e-bike conversion kit, $700 for income qualified applicants.
  • 1 rebate per electric account.

San Mateo County - California

  • Peninsula Clean Energy offers e-bike rebate for the lesser of $1000 or 80% of purchase price.
  • If chosen have 6 weeks to purchase your e-bike.
  • Must live in San Mateo County or City of Los Banos.
  • Purchase price max is $3000.
  • Must have pedals and be less than 750 watts.
  • Class 1, 2, or 3 e-bikes are eligible.
  • Must be a new e-bike.

Santa Clara County - California

  • Silicon Valley Power offers 10% rebate of e-bike purchase price up to $300. Income qualified customers can get $200 more.

Santa Cruz - California

  • E-bike rebates for employees of the City of Santa Cruz or anyone who works in the Santa Cruz parking district.
  • $400 base e-bike voucher, $800 for income qualified applicants.
  • Must purchase the e-bike at a participating retailer.

Austin - Texas

  • Austin Energy offers e-bike rebates for customers. Up to $600.
  • Must submit rebate within 60 days of purchase.
  • E-bikes must be purchased from Austin Energy's dealership list.
  • Up to 3 qualifying e-ride rebates per applicant per fiscal year.
  • Apply online

Avon - Colorado

  • $400 rebate for e-bike purchased locally, $200 for e-bike purchased online, $200 for used e-bike.
  • Rebates are for full time Avon residents only.
  • Limit of two e-bike rebates per household.
  • E-bikes are eligible for one rebate only.

Basalt - Colorado

  • $250 in e-bike rebates.
  • Must be a full time Basalt resident.
  • E-bikes must be purchased from participating retailer.

Boulder - Colorado

  • An e-bike rebate of $300 (standard e-bike) or $500 (cargo e-bike).
  • Income qualified rebates of $1200 (standard) or $1400 (cargo).
  • Register and apply online for a voucher.
  • Must redeem voucher at local participating retailer.
  • Must buy one of the approved e-bike models.

Denver - Colorado

  • A standard e-bike rebate of $300 (standard e-bike) or $500 (cargo e-bike).
  • Income qualified rebates of $1200 (standard) or $1400 (cargo).
  • Apply online for voucher, must be a local resident.
  • Buy from participating local shop, present them with your voucher.

Edwards County - Colorado

  • $200 e-bike rebate
  • Must be full time resident of Edwards County.
  • E-bike purchase must be more than $500.
  • Limit of two e-bike rebates per household.
  • Rebate must be submitted within 6 months of purchase.

Granby - Colorado

  • Mountain Parks Electric offers customers an e-bike rebate of $150.

Gunnison County - Colorado

  • E-bike rebates up to $150 on 25% of purchase price.
  • Limit of 1 e-bike rebate per year.
  • Must be a new e-bike.

Eugene - Oregon

  • Rebate up to $300 that does not exceed the cost of the e-bike.
  • Applicant must be a EWEB account holder applying, with the account being residential and their primary residence.
  • Must be a Class 1,2, or 3 e-bike.
  • Must have been purchased after January 1, 2022.

Ashland - Oregon

  • E-bike rebates of City of Ashland Utility customers.
  • Must reside in Ashland.
  • Up to $300 rebate for standard e-bike and $600 rebate for cargo e-bike.
  • One e-bike per Ashland Utility account.
  • Available to Residential and Commercial accounts.
  • Rebate must be submitted with 180 days of purchase date.
  • Class 1, 2, and 3 e-bikes are eligible.
  • E-bike must have minimum warranty of 1 year.
  • Only new e-bikes are eligible.
  • Buy at a participating local retailer.

Burlington - Vermont

  • Burlington Electric offers $200 e-bike point of sale rebates for customers that are current residents of Burlington.
  • If you purchase an e-bike online you can complete an online form and get your rebate in 4-5 weeks.

Stowe - Vermont

  • Stowe Electric customers qualify for a $200 e-bike rebate
  • Available for Class 1 e-bikes.

Cape Cod - Massachusetts

  • Cape Cod Light offers e-bike vouchers to income qualified customers. Voucher covers up to 75% cost of e-bike up to $1200. Also covers $125 in accessories and the cost of maintenance for the next year.
  • Must be a Class 1 e-bike.
  • Purchase at a participating local bike shop.

Eastern Iowa

  • Eastern Iowa Rec customers can get a $150 e-bike rebate.
